Provides a wide range of cleaning functions, which include:

• Motor sweeping of streets in commercial, industrial, and residential areas on a daily, weekly, and monthly basis
• Special cleaning before and after parades and special civic events
• Cleaning of pedestrian tunnels and public stairways
• Maintenance of approximately 3,000 trash receptacles
• Special daily cleaning of condensed homeless areas within the public right-of-way
• Removal of small concentrations of litter and illegally dumped debris from public streets and alleys
• Personal City Services Program

The Bureau has 135 motor sweepers that are staffed by 103 authorized full-time Motor Sweeper Operators. Back up sweepers insure that machines are available to replace machines that required repair or were scheduled for routine maintenance. Street Cleaning Operations are performed citywide, depending upon need, by assigning more motor sweepers to various types of scheduled routes.

Restricted Parking Routes (posted)

There are 4,721 curb miles within the restricted (no-parking) route program. Streets are posted with no parking signs that state the day of the week and time of day the street will be swept. The Department of Transportation will issue parking citations enforcing the no parking time restrictions. The routes are designed with a two- or three-hour time limit. This allows enough time for the sweeper to complete the miles assigned to a specific route, which varies in length. These restricted routes are cleaned on a weekly frequency and average eight to ten miles in length.

Open Routes

These types of routes are not enforced by Department of Transportation and parking is allowed on the street. There are a total of 8,058 non-posted curb miles divided into routes averaging around 31 miles each. The Bureau's goal is to maintain a four-week frequency on these routes. However, the frequency changes during heavy leaf fall season (October - February).

A.M. Routes

These special routes are cleaned starting at 3:00 am. The routes average about 40 miles per route and total 1,538 curb miles citywide. Selected major arterial streets, industrial, commercial areas are included in these types of routes. The early hour start times are necessary to enable the sweeper to pass down the street and have minimal impact on businesses and rush hour traffic commuters.

The Bureau performs many other special cleaning operations. A special division daily cleans the highly concentrated homeless encampments located in the downtown area along with the adjacent alleys. Special cleaning operations occur before and after all major and minor special events and the numerous parades that take place citywide all year long. A few of the major special events have included:

• L.A. Marathon
• L.A. Grand Prix
• Hollywood Christmas Parade
• Y2K events
• Democratic National Convention
• Fiesta Broadway

The Bureau of Street Services presently services 3,000 trash receptacles citywide. Bureau policy is to install litter receptacles on public property at major intersections, bus stops, and crosswalks where heavy pedestrians traffic generates considerable litter. During the day, litter receptacles and curb returns are serviced on various frequencies.

Under the Adopt-a-Basket program, litter baskets will be furnished by the Bureau of Street Services to civic or community organizations or individuals provided that service responsibility is assumed by the participant(s). Organizations or individuals may request placement of a limited number of special green receptacles at approved locations. They are not intended for the convenience of individual property owners. Receptacles placed under this program will be monitored and, if adequate service levels are not maintained, they will be removed by Bureau forces.

The City Council has also approved a bus bench franchise whereby the franchisee shall supply, maintain, and service trash receptables at bench site locations determined by the Bureau of Street Services. The number of receptacles placed shall not exceed 25% of authorized transportation stops with benches. The franchisee shall begin placement of such receptacles within 30 days of notification from the City of Los Angeles. Receptacles shall be placed at a rate not less than 50 receptacles per every 30-day period. Under this bus bench program, up to 2,000 trash receptacles will be placed, however, it is anticipated that half of these receptacles will be placed where the Bureau has an existing receptacle. In this case, the Bureau's receptacle will be relocated to a different location. The Bureau's 2000-2001 Fiscal Year budget also includes a proposal for an automated trash receptacle pick up program. If approved, the program would be phased in over multiple years and would improve the level of cleanliness at designated locations throughout the City. The Bureau will coordinate placement and servicing activities with the respective Councilmember.
