The Bureau of Street Services mission is to maintain all improved street, alleys, and related throughways in perpetually good to excellent condition while providing desirable standards of safety, appearance, and convenience for residents and the traveling public within our jurisdiction. With a street network comprised of approximately 6,500 centerline miles of streets and 800 centerline miles of alleys, the City of Los Angeles has the largest municipal street system in the nation, but also the most congested.
Utilizing Micro Paver- The Pavement Management section utilizes Micro Paver to provide a consistent data base of the street system that identifies the physical condition of the pavements giving them a rating A thru F.
- These condition levels are assigned a Pavement Condition Index (PCI) that measure severity of distress which predicts future pavement deterioration.
- The number of miles to be resurfaced is determined by the overall PCI rating of the entire street network and the available funding sources for a given Fiscal Year.
- The Resurfacing Divisions Coordinating Section works with Pavement Management in sharing informational Data Base's (Micro Paver) to compile the information to create the Annual Resurfacing Program.
- 12-15 months prior to a program being created the projects are sent to all utility companies and City Agencies for Utility Clearances.
- As the program is being finalized each project is visually inspected for unanticipated construction work, engineering challenges, pre-existing drainage problems or other unforeseen conflicts.
- The Coordinating Division also works with the Financial Management to make certain that funding is managed appropriately.
- Work Orders are opened for each project to track funding and miles and the Resurfacing Program is then sent to the Asphalt Plants Superintendent.
- The Resurfacing Program has to 2 areas of operations that plan schedule and implement the work. These 2 areas are the Metro & Valley Regions Resurfacing Plants overseen by Superintendents and Staff.
- The Resurfacing crews configurations for each Zone are as follows:
- 1 main paving crew, 3 profiling crews to, 1 combination crew capable of paving and cold milling, support crews to motor sweep, apply tack coats, sign & letters and ramping
- The resurfacing crews are also supported by the Commercial Vehicle for trucking
- Notices of Street Work are mailed to residents 30 days prior to work beginning. 2-5 days prior to putting up Temporary Tow-Away signs residents are again notified and road construction signs are posted.
- The typical time to resurface a project takes 2-4 weeks barring delays.
- The reason for this is that 1 prep crew may take 3-5 days to strip the existing wearing surface off the street while also making any base failure repairs, but the paving crew may take only 1-2 days to pave that same stretch of roadway. Paving crews move at a much faster pace than prep crews.
- In order to keep the paving crews productive and maximizing production at the asphalt plants, 3 prep crews must open a certain number of streets every week to meet the goals and scheduling of the resurfacing program.
- Each resurfacing supervisor in charge of these crews is responsible for the safety of his crew, pedestrian, and vehicle traffic.
- The supervisor is also responsible for the Quality Control and Productivity of work to ensure resurfaced streets last 20-25 years.
- All asphalt material is inspected and tested by the General Services Division to ensure that the asphalt is of the highest quality.
- Once work is completed in a neighborhood or street, the roadway is again inspected again by the Superintendent for job cleanliness; signs & equipment are removed and most important that the street is smooth and aesthetically pleasing to the travelling public and residents.
- All work performed is recorded and measured. The Work Order is then sent back to the Coordinating Division to close out the project. Once the project is closed it is sent to the Pavement Management Section to update the Data Base's that will maintain or improve the overall PCI for the street network system.
The goal of the Resurfacing Division is to deliver Street Services to customers in a timely, easy-to-do business- with manner that positively impacts the quality of life for the community.
