This site is only intended to provide the public with general information regarding the services the Resurfacing Division provides. Due to the enormous back log of 4000 miles of streets that need Maintenance or Rehabilitation a list or schedule of when streets will be resurfaced cannot be provided. However you can inquire if a street qualifies to be placed in a future resurfacing program year when funding becomes available.
Message from the Division Manager
The mission of the Resurfacing and Reconstruction Division (RRD) is to be the paving contractor of choice for all projects within the City of Los Angeles.

The Basic Idea in building a road for all weather use by vehicles is to prepare the sub-grade or foundation, provide necessary drainage, and construct a pavement that will:
- Have a sufficient total thickness and internal strength to carry expected traffic loads,
- Prevent the penetration or internal accumulation of moisture, and
- Have a top surface that is smooth, skid resistant, and resistant to wear, distortion, and deterioration by weather.
Asphalt pavement is a general term applied to any pavement that has a surface constructed with asphalt. Normally, it consist of a surface course (layer) of mineral aggregate coated and cemented with asphalt; and one or more supporting courses, which may be of the following type:
- Asphalt Base course, consisting of asphalt aggregate mixtures
- Crushed Miscellaneous Base or Process Miscellaneous Base
- Portland Cement Concrete
- Maintenance Overlays
- A maintenance overlay is the application, by an asphalt paving machine, of from 1" to 1½" of asphalt wearing surface to a roadway. Once a roadway has deteriorated to the point of having poor riding and drainage qualities the application of a maintenance overlay is required
- Resurfacing
- Resurfacing is the placement by an asphalt paving machine of 2" (±) of asphalt wearing surface over a prepared subbase. The roadway may have had up to 25% by surface area involved in base failures
- Reconstruction
- Reconstruction is the placement by an asphalt paving machine of 2" (±) of asphalt wearing surface area over a prepared subbase. The roadway may have had from 26% to 100% by surface area involved in base failures
